The Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b) , requires each state to develop a six-year performance plan. This State Performance Plan (SPP) evaluates the State’s efforts to implement the requirements and purposes of IDEA and illustrates how the State will continuously improve upon this implementation. The State Performance Plan (SPP) Indicator 7 measures the performance outcomes for young children with disabilities. States are required to report student progress to the U.S. Office of Special Education Programs (OSEP) in the following areas:
positive social-emotional skills (including social relationships)
acquisition and use of knowledge and skills (including early language/communication and early literacy)
the child’s use of appropriate behaviors to meet his/her needs
What To Do
The Houston Independent School District (HISD) reports entry data to TEA on all 3-5 year old children with disabilities who began initial special education services on or since the beginning of the school year. Exit data must also be electronically reported to TEA on all 3-5 year old children with disabilities who are dismissed from special education services by the ARD/IEP Committee or at the end of the school year in which the student with disabilities turns six, including students who turn six before September 1st of the following school year
Staff development training on the procedures and completion of the required documentation for SPP 7 is provided annually by Special Education Program Specialists.
